There is no “wrong” value, so your question makes no sense.
If the seller wants to sell it for 10,000, that’s their right.
If you don’t like the price, they’ll sell it to someone else.
But it’s not like you’ll be able to go to them and say “hey, your price is wrong, you have to sell it for this price…”
That’s just absurd.
Also, if you’re seriously considering buying a stolen, salvage car, value is CLEARLY not a huge priority in your book. If you want a good value car, get a good car.
